Ohio – 4R Nutrient Stewardship Council Pilot Voucher Program


Nutrient Management Planning Voucher

Who: Agricultural retailers who are currently 4R Certified and in good standing or who are interested in becoming 4R Certified.

What: Qualifying retailers can apply for a voucher through the Nutrient Stewardship Council for work performed to deliver nutrient management plans through the H2Ohio program.

Voucher Rate: $0.75 per acre for acres outside the Western Lake Erie Basin only.

Additional Details:

  • Non 4R Certified retailers must begin the certification process before being eligible for funds. Half of the $0.75/acre rate will be paid when the retailer begins the certification process. The remaining funds will be paid to the retailer when their certification is complete.
  • The pilot program is capped at $75,000 (100,000 acres) for the first year. This program will reserve $25,000 of the project funds for those newly 4R certified facilities until July 31st, 2024. Any remaining funds at this date will be released to all 4R Certified NSPs on a first come, first serve basis.
  • All submitted acres will be verified with the Ohio Department of Agriculture before voucher payment.

4R Education Voucher

Who: Agricultural retailers who are currently 4R Certified and in good standing or who are interested in becoming 4R Certified. Ag retailers must be located outside the Western Lake Erie Basin to be eligible.

What: Qualifying retailers can apply for a voucher through the Nutrient Stewardship Council for providing 4R education to their customers. This educational material must be delivered at an in-person event that all grower customers are invited to.

Voucher Rate: $1,000 per retail location (limited to 1 voucher per retail location)

Additional Details:

  • This pilot program is capped at $15,000 for the first year. Vouchers will be paid on a first come, first serve basis.
  • Non 4R Certified retailers must begin the certification process before being eligible for funds. Half of the $1,000 will be paid when the retailer begins the certification process and completes the educational event. The remaining funds will be released once certification is completed.
  • Event agendas must be submitted to Aaron Heilers for approval before the event takes place.
